The first phase (and the only phase) of the airline update was last rolled out 3 years ago to my knowledge. Since then, most players have had to deal with the same system of airlines, and there is very little incentive to join an airline based on in-game description alone, and many airline owners tend to resort to providing bonuses like WP from their own inventories

Many airline owners tend to use boats and their own time to make up for the fact that they exponentially lose money when they run an airline. Airlines usually have a negligible benefit if you intend on being a member, or a major downside if players want to own and grow one for themselves. So the number of players who can actually start up an airline is low, and the ones who can fund it to high levels of success is even lower.

Aeronautica in-game (not including Discord) has few avenues where people can find out in-game airlines even exist. The three to four main ones are using a blimp to promote your airline (very obscure and is not directly linked to the game offering a mechanic to educate players on airlines), checking the menu on jobs (which people rarely do because they’re more concerned about WP and Cash earned from a job), promoting via chat (difficult due to Roblox’s censorship) and just clicking on players through the drop-down menu (the only proper way Aero offers to find out airlines even exist).

- are hard to start, hard to run, harder to run at a large and growing scale
- provide negligible or zero reward to starting and being part of
- are barely in the mind of most players, whom either find out about existing airlines through airline-ads or through very janky in-game promotion
