Land on boats

Make it possible to land on boats using helicopters so the boat can either
1:Carry you to the location it is going to
2:With permissions, the helicopter could refuel on the boat

Im hoping theres a number for all of the fuels so the devs dont need to calculate the fuel consumption of all of them

Player collisions are disabled by default as well
