I heard it's because of ACS but I don't really understand; When I use the :time command it changes for about a second and then goes back to normal. Please help.

I ain’t no helper but Ik what’s wrong u have a day time script so it will make it only day time and if u want to make it night u need to remove it and then u can change it to a day time cycle script

Likely another script is changing the TimeOfDay value on its own.
You might want to look for the script that is doing so, using Find All (or now it's called "Find In Place") for "TimeOfDay" or "ClockTime"
If you can find it and show that script here then we can probably help more
