Cape Command

Trying to find a way for admins who have no donor status to use the cape command to give themselves a certain cape.
:cape ItsFoxydapirate New Yeller Neon 0 11792131947 is what I put into the command bar when I try to test it, but it says material is invalid. I assume it thinks that Yeller is the material. How do I fix this?
