If you mean public emotes, that set should be what you use on your twitch - Global emotes might be a different term than what you're thinking. Which are emotes that are enabled on every channel that do not take up slots.

in ffmpeg, the -loop option works just like it does for gifs
i.e. -loop 0 is infinite, -loop 1 is playing once, and higher numbers for that many loops
now, the reason the image processor probably doesn't pass that through is because the way twitch chat is rendered the emotes all play at the same time
so if someone recently used an emote that only plays once, you'd just see the final frame of it for everyone, even new messages.
