In photoshop, it snaps to the nearest framerate
60 fps goes to 50 fps
in theory, it could alternate between 0.01 and 0.02 delay frames to give an average framerate of 60 fps (If it weren't for most clients ignoring 0.01 frame delays)

each frame can have 256 colors
however by default some "encoders" use the same pallete for each frame
imagemagick encodes each frame with its own used color pallete
