I have made a suggestion similar to this but this is a little different. Instead of basic Partial Ragdoll systems for NPC's in games this game should do something different fully Active Movement that are driven by muscle systems unlike traditional Animation like Exanima. this will make interacting, Shooting, Hitting, and shoving Enemy's more physically driven. https://www.youtube.com/watch?v=0R8Q96ukYeo this is a perfect example. this is suggesting active ragdoll for Ai movement not something that activates.
