I have made a suggestion similar to this but this is a little different. Instead of basic Partial Ragdoll systems for NPC's in games this game should do something different fully Active Movement that are driven by muscle systems unlike traditional Animation like Exanima. this will make interacting, Shooting, Hitting, and shoving Enemy's more physically driven. https://www.youtube.com/watch?v=0R8Q96ukYeo this is a perfect example. this is suggesting active ragdoll for Ai movement not something that activates.

Quick question ,what happened to the muscle based NPC movement system you were talking about? It feels like the focus shifted from how the NPCs move to how the ragdolls are triggered.

its a blend between procedural and keyframed
I would imagine...
either way it would have to be animated somehow :/

another idea could be letting these enemys be able to build momentum for more damage and slower movement the more damage a limb takes the less force they can use on that Muscle causing less damage
