NPC variety

I'd like to see NPCs with different outfits, faces, behavior, and voicelines. I think it'd be fun to see people in regular clothing or a ton of armour, and when you shoot them or are near them they have different voicelines. Some people, like civilians who are in normal clothing and are unarmed, will run and scream if they see you attack somebody or are attacked, with some even picking up dropped weapons to fight back against you.
