Aight this all is a bit backwards.
You are making very cool suggestions that all tie into deeper mechanics that would need to be developed first.
Your suggestions would then be added to them.

For example an NPC trait system, with factors like running speed, aggressiveness, shooting accuracy, etc. aswell as an npc path finding system that is connected with that (an agressjve npc might push towards you while the careful npc stays further away).

Also a zombie tracking system where they use scent and smell probably aswell as sight to track players down

Thing is most of these things are easier said than done, so please try to really get into detail and try to get as fundamental as possible with these suggestions!

Honestly zombies should be dumb in games in my opinion except for some variants

Because the way they are hard is because they just rush you in a group of 400 and them being intelligent then also and dodging punches and bullets would make them really hard to kill

#

The reason zombies are dumb is because there's a lot of them in most games they are in
