Add an open world map with random encounters like rdr2

Would love a world where at random times you can run into a enemy army/Gang. If you cause trouble you get the cops called on you.

Give some more detail! Like what theme should the map have, where it should be set, etc- this will make it easier for modders to implement

I would set it in some cort of city, jungle, and/or Iraq. For the city, You could get robbed, get caught in a drive by, a robbery, and get cops called. For the jungle you can encounter wild animals that can attack you, villages made of bamboo with enemy forces, and tribes. Iraq you could drive over IEDs, get ambushed by locals, get airstrikes called, and run into snipers that you have to find using their guns noises.
