the minecraft dedicated server is the official way to host servers https://minecraft.wiki/w/Server.jar https://minecraft.wiki/w/Server
if you're playing with mods you'll be using a modloader, the 2 most popular are fabric and forge (and now neoforge for later versions)
if you were using the forge modloader you have to go to the forge website and download their version of the minecraft dedicated server in order to run mods
other players can join the server using your local ip, but if you port forward it can be accessed using the port being used and your public ip
if you don't want to port forward you can use something like playit.gg to make the server accessible to people outside your local network

the other way is using essential, just install the mod it should be straightforward from there (to add friends you need the minecraft username of the other person, and then just host the world either from the main menu button or inside the world)
