They brought back upgradable tokens
Means they weren't sure how to reorganise resources

I don't think that BP weekly items have something to do with it, they just forgot about it, probably delayed till the next update

No, those final tier token were always there
You have to scroll down on season reward , where you will see they replace the token with 170 cm

(before they gave 3 token (1 for reaching conquer other 2 for maintaining conquer till end)

Now they give 2 token for maintaining
And 170cm for reaching conquer

You are right, somehow I didn't even remember that there is scroll option, thought that every token is usually from the final tier rewards
