I actually used very minor motion blur when I played cyberpunk because I wanted high detail and it caused my fps to be around 30. I really don't like it for most games, but it worked well for me for that one. For that reason, cinematics, I can see some devs wanting that option of motion blur in their game, but also giving the ability to disable it for accessibility
