About 80% of people on Xbox cannot use game chat whatsoever

Me and my team hade this issue for about a year thought it was a known issue but apparently it wasn't some servers no one can speak in game chat and im on a server right now everyone can speak and hear each other. This is the first server ive played like that in over a year

Same here -Xbox.
Some people I can hear some don't. Just shows the mic active while people are speaking. cannot hear them.
Same with me, some people hear me, some don't.
It's been a issue for a while now.
