Mate, I have made over 50 tickets for players breaking TOS to D11 and you want to know how many times they have responded to my ticket..... Zero!
You have no idea what is going on behind the scenes, they could be investigating, they could be gathering evidence, they could be holding a tea party for all we know.
Cheating players suck but what i can tell you is, we see a steady stream of banned players in chat having a cry about being banned so action is happening 100%
