Fix the scrao tax

Make it so at the start of wipe its the normal percent like normal cost instead of 100% extra and the more it gets bought the hogher the tax gets like it makes no sense for a red card to be worth 40 scrao on wipe

Its not the problem with 40 scrap the problem is on pfficial 300 scrap for a jack is too much

Find 1 on the road.
Its not hard to play without buying everything at outpost.
