You dont buy the skins from D11, but you buy them from Sony or Microsoft.
They won't allow trading of skins between platforms.

Purchases are not made to D11, you buy them from your consoles respective store, purchases are non transferable between Microsoft and Sony accounts.

Well They can Still make separate Marketplace for xbox and Sony since there are enough players on both platforms to keep the marketplace busy . Just an opinion
