My old playstation account was permently banned of Playstation "swrmz1-" I then lost my access to rust console edition and I cannot now play newgen rust please help me i need to play it and I have no money

Well, if your PlayStation account was banned and you don't have access to Rust, I don't think there's anything we can do our side. You need to reach out to Sony I guess.

He has proof of everything even him owning it and it not letting him play even with it downloaded

If his account is blocked on a platform level, I doubt that (although I may be wrong); if it's our side, I think, he should be able to upgrade (although, he's account would still be blocked). Personally, I'm not that familiar with how store do work, etc
