No, console games never get mod support. The most we can hope for is more preset options that D11 may add in the future.

It is possible just has restrictions that are extremely strict (less so on Xbox) look at fallout 4, skyrim and space engineers as examples, they have modding capabilities on consoles just restricted but I can see the point to why this would be close to impossible for rust CE, the game wasn’t made with user modding in mind so it would be a headache to implement properly and could lead to some issues down the road
