You most likely have a build server setting on like maybe spawning with a hammer and building plan, if you do turn it off.

Thats why... You need to be PVP on and PVB on to be fully PVP then it will allow placement off ladders and twig...

You might need to put a ticket in to Gportal. might be a glitch, When PVP on and PVB on it should work...
Just going to log in to my test server and give it a try, see if it is an issue
