Hey, If you want to report a user for breaking the terms of service or code of conduct in Rust Console Edition the devs want to hear from you. Please remember that you should always report in-game first.

Select the User Reports category.
Be sure to provide as much evidence as possible when reporting to Double Eleven. False or targeted accusations is against the Code of Conduct and can result in the suspension of your own account.

Well yes, but suspicions can't be used as proof, players have a tendacy to run and cry cheats the second they die to somebody, which is not proof. Anti Cheat is a very difficult ask which is why it's an issue with most multiplayer shooters on the market
