Consoles have different regulations and limitations than PC. Also, that version was released 13 years ago, before internet security and age restriction rules were enforced.

The game is designed and sold for Xbox1 and PS4; there is no other version.
Developing a new version would still take around 2 years even if they decided to do that and by that time you are on PS6 and it would still be an old gen.

I dont agree with that many online games are also bought for what they would bring in the future. Rust console is definitely one of those games as people compare it to the PC version and want what they have too.

The game is not rated by D11, it is done by a third-party review committee the Pan-European Game Information (PEGI) The age rating is awarded following a PEGI Council review under a set criteria.

Changing a rating requires the game to be resubmitted under the same conditions as above and the same criteria. Since RCE has already been awarded its PEGI rating and has sold numerous copies of the product, you cannot just change the rating of all the copies already sold at its current rating.
