shots is correct this is common sense it's been like this since day 1 on console and since they added recoil on pc back in 2015 given it's been reduced on pc 4 times since then

Just strafe and Hold your right stick to down and you can control the recoil. That worked for me, although it's good to practice recoiling because you're not always going to shoot while moving.
