D11 doesn't hire ingame admins for official servers. They'd have to hire thousands of players for that and that's no practical at all.
Not everyone is cheating, a lot of people are just good at the game or just better then you. You can just accuse people of cheating for being better.
If you have any hard evidence that actually proves they're cheating report it so they can be banned
