to my knowledge Microsoft Sony both only allow refunds if the product is defective and or you haven't launched the game yet
and rust console is far from being defective so if he's launched the game before it won't let him get a refund on either platform
if it was steam you'd have 3 hours to refund it after purchase regardless if the game was launched
