buff the hazmat

I think (not sure) that it is the same but pc displays it differently.

I’ve played on both versions of the game and the hazmat on pc just feels way tankier compared to console.

I also have way more hours on pc than console so maybe I just haven’t experienced enough with the hazzy on console
