The biggest reason why you don't really see servers like that is because most servers are really focused on selling stuff like VIP and kits. It's also not cheap to just start up a server and keep it running for months while waiting for pop to pick up. GUARANTEED if one of the more known servers started a vanilla, it would take off

Updates will always be 16gb. You are reinstalling the game every update, this is how unity the game engine works.
