It's not simple to fix, which is why they are taking MONTHS to work on it, not just one update. Some servers just have more issues than others. It tends to be the max queue ones, which is why it is really easier to just find a server with 60-80 playing instead of 100 with 100 max queue.

Pee Pee 9000 is an in-game mechanic that kills sleepers for server stability when there are over 100 sleepers. In the Closed-Beta Pee Pee was the default teammate name left in the code, D11 renamed this to BootsMcFace but wanted to keep PP in the game somewhere. These days PP will hide behind names like wolf, hunger, heat & so on, so if you're killed while asleep in your base by a random animal, it's probably PP.
