Cant speak to OCE im American but there are a fair number of high pop servers. One thing for you to note that currently max pop is 100 but they are working towards 125 when they get server stability etc under control that just has not been for awhile

It's annoying as bastion was one of highest pop severs with high queue and now pretty ded bloodline is max pop 50 queue and will die if devs don't fix the issue would shve thought devs would look after servers that are popular
