If an opponent uses Torment on you and you use Hyper Beam (or other exhaust moves), on the exhaust turn it'll display you can't use the same move twice.
This doesn't ultimately... do much except for the fact that on the turn after the exhaust turn is over, you're now able to click Hyper Beam again.
So
Turn 1: Use hyper beam, opponent uses Torment
Turn 2: your exhaust turn, message gets displayed
Turn 3: You're able to use Hyper Beam again
