Skytils does absolutely nothing that would impact your ping that I can think of, and if I remember correctly most packet stuff is done off the main thread so that can't be to blame either

I would recommend testing with a wired connection, on different wifi networks if you have any available, and with other mod configurations, and then try to find a concrete problem that you can solve

also testing on other servers and websites off Minecraft, and maybe checking if your network has any packet loss issues or something like that
