Okay, did you already install 1.8.9 forge once

Okay go into .minecraft/config and delete the forge-client.toml file

then try to start 1.8.9 forge

if that dosent work

Okay for your info you can do a small "trick" make a folder called "1.16.5" and one called "1.8.9" directly in your mods folder

then put the 1.16.5 mods in the one folder

and the other once in 1.8.9
