Possible Solutions:

Update to the latest version of Patcher. https://sk1er.club/mods/patcher

Recommendations:

Most of the time you don't need more than 2GB RAM allocated (maybe 3-4GB if you use skyblock mods). You may be able to reduce the amount of RAM allocated from 12G to 2G or 3G
Its recommended to use Patcher instead of fullbright mod/resourcepack as it's fullbright feature optimizes the lighting engine instead of only increasing brightness, https://sk1er.club/mods/patcher.
MemoryFix can cause issues with the memory as well as the original feature being fixed on OptiFine's end, the mod has issues regarding spamming the log and up-scaling pack icons in some cases, instead Patcher takes continuation of its features and improves upon them, https://sk1er.club/mods/patcher.
The version of NEU you have is outdated (PRE28.3), download the latest version (PRE30.2) from their discord server.
