api keys have been deprecated and are no longer useable for mods, update your mods and or generate api keys from developer.hypixel.net ( requires forums account) although the this is possible, it can cause bans due to api keys no longer being supported for mods

no, you shouldn't need to access the developer dashboard, mods should have a new API key system. You shouldn't need to generate a key for anything.

in fact, if you do generate a key for use with other mods (not one that you are developing) then you may get API banned
