Optifine issue, seems your pack has broken connected textures. Either use a different pack or disable connected textures in video settings (You may also be able to fix it by changing connected textures to fast in video settings)

Recommendations:

The version of NEU you have is outdated, download the latest version from their discord server.
PlayerAPI is uneeded since developers can use AccessTransformers instead, unless you have the outdated togglesneak then pretty much no other mods use this useless api.
