Really, the question is too vague. What do you mean here? There can be user manuals for many things. Do you mean like an onboarding documentation for a new person in your RPA team, or like a manual for how to use a certain tool or how to run a certain flow?

IMO, you should research COE best practices for a foundation. Once you identify best practices, then you'll be able to form a COE that fits your organization. Companys are vastly different, so having a manual or instructions would be next to impossible.
