This is more like "Android" settings, but not necessarily means your game is android targeted
if you go to the project manager, you'll see the option to export to Windows (open export settings and check the info there first!)

Okay, but i see this source code https://github.com/o3de/o3de/blob/development/Code/Editor/Plugins/ProjectSettingsTool/PlatformSettings_Windows.cpp
which can change api through editor settings and cant understand why windows settings doesnt appears
