There can be a 1 purchase daily limit for the cars, so once you buy, for example, the legendary, you cannot buy another until the shop reloads with another featured one. Cars can repeat as it is completely random what will show up.

Agree this idea would never work.
But something that might help achieve the same goal of closing the gap is to be more flexible with the epic prizes from veteran challenge tokens. ATM it is just a guaranteed epic pack. Instead of that offer a selection of epics from different countries, tags, car types etc. Maybe 6 choices. That would allow newer players wishing to use tokens to hand pick a car that would improve their garage. And also maybe make these non-prize epic cars consume fewer tokens.
