You have gerunds which are V-ing. Typically you will use them when the action is happening at the same time as another action:
"Walking back home, he saw a cat." => This means he saw a cat while he was walking back home. Two actions happened at the same time

Then you have the 'past' version of a gerund, which is "having V-ed/V3". It works the same way as past perfect, which is to talk about an action that happened before another one in the past:
"Having walked back home, he saw a cat." => This means he saw a cat when he had already arrived at this home. He walked back home first, then he saw the cat.

So, in your case with "having had to think", the next phrase will be some action that the person decides to do after they've had time to think and made up their mind
