Some do and some don't. And it's not even necessarily that the entire book has to be one or the other. I think that Genesis does contain what I would call 'legendary' material. But I also think there was a historical Joseph, for example. About much of it, I am happily agnostic. But that is because I think that the 'bare facts', as it were, don't exhaust the book's purpose.

As to which is which, I think there are some clear cases and some unclear cases where I am happy to be non-committal. I am also happy for all those judgements to be fallible and capable of being wrong. But nor do I think that establishing the bare facts of history is necessarily the most important thing. It might not be a 'snappy' answer, but I'm afraid I don't see what is unclear about it.
