Yeah I get what you mean. A story can be shorter, but it can also be a full novel. When I beta read, it is usually a draft of the novel itself, not just a short summary. The writer shares the chapters and I read them as a normal reader, then give feedback on the plot, pacing, and anything that feels confusing.

Some writers do start with a shorter outline or rough version first, but beta reading usually happens once the actual chapters are written.
