I don’t think very many people mean literally 0 police budget, it means reduce the police budget drastically and cut down on officer count, and replacing that money by investing it in root causes (preventing and solving poverty, ensuring adequate mental health treatment) and alternative solutions when someone calls 911 (a department that instead of sending armed officers sends specialists)
