The Quran is a big nothing burger. It does try to give rules but those rules either change in the Quran itself (alcohol was allowed then disallowed) or are often ignored in favor of what comes in Sunnah. Mohamed made, or as you say Allah revealed, verses on the spot.
The order is a different matter, it's very arbitrary. Take Surah al-Fajr as an example. First it's about the dawn, then suddenly it's talking about Ȃd, Thamûd, and Faron, then it's talking about how bad a human act with his god when he is upset for bad things that happens to them, then it's talking about the end of times.
