As for Caesar, I'm not, again, considering quality of rule (how he handled what he conquered). Caesar has merits, but he already had the Roman Republican system for him, he implemented reforms, but in this regard he can't be compared to Gengis Khan who literally built an enormous empire out of some poor tribes.
