What you are referring to is the first council of Nicaea (325 CE). There is a common misconception that the council deliberated on the Biblical canon, deciding what should go in and what should not. No one had any notion of this before The Da Vinci Code. If you actually read the proceedings of the Council you will see that the canon was not part of their deliberations. They enumerate the content of the canon early on, but only as a principle of their deliberations, and not as the matter at hand. The council was convened specifically to address the pre-existence of Christ (i.e., whether the person of Christ is eternal). The canon was already long settled by 325.

If you're interested, I'd recommend taking a look at Michael Krueger's The Question of Canon and Canon Revisited.

And Jizya come with the laws of Ahlul-Dhimma which is a set of discriminatorylaws applied on non Muslims to humiliate them for not following Islam and pressure them socially to convert. The laws of Ahlul-Dhimma are dictated to protect them under an Islam law, not to discriminate them. Islam has laws that are only applied to men, does that also mean Islam unjustly discriminate men? No. Men and women are different in physiology, psychology, behavior etc... Equating the different is unjust. Men are naturally capable of performing certain tasks that most women won't be as performant at.
Similarly, Ahlul-Dhimma are not Muslims, and therefore, their behavior would be different than Muslims. So, the obligations and laws would also be different to ensure they're justly treated under an Islamic rule.
