Because of this, I imagine, the word "качать" now also has the meaning "to exercise a body part". For example, "качать мышцы" means to exercise your muscles, "качать бицепс" means to exercise your bicep, et cetera
Вкачать means to pump something in by some amount. For example, "вкачай воздуха в шину" means "pump in air once in tire". Gamers use this word when they talk about spending skill points in RPGs, and nowadays it can mean "to improve at something" (but older people don't know that new meaning).
And thus, "вкачал политику" means "someone improved at politics"
