I've got the same issue report from Steam: https://steamcommunity.com/app/1227280/discussions/1/3370405530894214137/.

It seems like some people who have been playing since Early Access can't unlock them. Is this the case for you @harsh pivot, are you an Early Access player?

Yes I started playing in season 15 ea, if I recall correctly (when Despotism 3k was free)

Please check if the game has 35 achievements instead of 28 in your Steam library. If it has 28, please restart Steam and check again. This should help.

I did the quest the first day of the update and I've launched and played every day since (~~except~~ including today) and it hasn't popped up yet
