No Chaos believe in the weaponization of SCPs, they aren't trying to free them, that would more closely reseamble Serpent's Hand who believe in the public knowledge of SCPs and the guarantee of basic human rights for sapient humanoid SCPs

Really in the lore, Chaos Insurgency really doesn't care about the Class-D subjects because they're criminals, although Serpent's Hand often criticizes the Foundation for using them as inhumane test subjects

gonna be totally honest, I thought they were trying to war with the Foundation to steal SCPs to essentially 'restart' the Foundation through force- as it was mostly made up of ex-Foundation members and liberated D-Class making up the ranks and command

Makes no sense for SCPs to like Chaos. SCPs are supposed to kill indiscriminately.
