yes, horizontal lines should be hidden
I kind of like them. It gives me an option to differentiate between different headings...
If they are supposed to be hidden then maybe we could get an option to not hide the one just above a heading.

but you'll then need to insert the rule everytime you expand the heading

Maybe the ruler height can be reduced so it's not very distracting.
Design thoughts: If I were a user, I’d probably expect that a horizontal break is a way to stop a heading from collapsing the items below
I don’t mind either solution, whether the line break stops the heading from collapsing items below or not. If I approached with the perspective as a new user, I’d probably expect that items below the line break would not be hidden.

I mean it should act as a heading boundary but it should also get hidden on collapsing the heading.

Maybe it can be made to behave smart. If there is no content between a horizontal rule and a heading, it should stay there.
In this example, only the second rule would remain.
My thoughts on this.
Let's say you have a heading and then additional subheadings and these subheadings are separated by a horizontal rule. Wouldn't that mean that only the first subheading would be hidden? Something like in this example.
If I collapse heading 1, I would expect headings 1.1 and 1.2 to be collapsed as well.
I sometimes write notes like this:
<heading size 2 or 3>
<text>
<horizontal rule>
<text, no other headings>
So sometimes I'd like to be able to collapse the heading, without the contents below the rule also being collapsed.
I think it's reasonable for a rule to prevent further collapsing beyond that point.
With the implementation presented here, you could collapse heading 1.1 and heading 1 (if collapsed) would also collapse heading 1.2.
