Most people say a dobsonion
I have no experience with them. I highly suggest just saving for a quality scope.
So does he want visual, deep sky photography and planetary photography?

Dobs have probably the best value
Sorry to tell you this, but these questions always read like you want to order a car that:
- can drive over hills like a monster truck
- is fast like a formula 1 car
- consumes almost no fuel
- for the price of a used compact car
Visual / planetary and deep sky have wildly different requirements for your gear. Please pick one thing and adjust your expectations according to your budget. 😬
As stated above a Dob is the best value, but doing Deep Sky with a Dob and phone is not going to be fun. 😅
As for specific recommendations:
The Skywatcher Heritage Series is quite good (130p or 150p).
Also pretty much any 8" Dob you can get your hand on and that is not too old (for $300 you would probably have to buy used, check the mirror!) is going to be great value. 😉
